Confirmed: The Picard series is set after the supernova that destroyed Romulus, the Capital planet of the Romulan Empire.
Of course, from the perspective of everyone from the Primeverse, Ambassador Spock died together since he did not return and it collapsed the Romulan Empire. This event had a major toll on Captain Jean-Luc Picard of the USS Enterprise and changed him forever.
This is where the "Picard" series is set on. We will see a highly decorated Captain struggle with his emotions which may lead to him eventually leaving the Captain's chair.
We do not have clues even from the Litverse as it slowed down to almost a halt as they went closer to the time period of the supernova. The Litverse was pretty much silent and dead for three to four years now. This happens when CBS has a live-action planned, which we all know is considered as canon in Trek. According to some long-time Trek authors, they can not touch time periods and move characters around when there is a live-action running or being planned.
In other words, the Litverse authors are currently stuck. The current time period of the Litverse is two years from the Nobus Supernova event (or disaster).
Thus, the question remains if the "Picard" series will mention in passing the Litverse events in the Destiny series (the final Borg war) and the Typhon Pact series (which forever changed the political landscape of the Alpha Quadrant).
We sure hope so those are canonised especially if one of the lead writer is Litverse author Kirsten Beyer, who continued the story of Voyager (and wasn't able to finish because she joined the Discovery writer team as a stepping stone). This is her project as she hinted years ago. She was probably the one who pitched in and convinced Sir Patrick Stewart to return.
